OA46929: CICS REXX BATCH JOB CICBIND BINDS THE DB2 SETUP TO THE PACKAGE BUT NOT THE PLAN.

Error description

• Attempting to use a CICS Rexx batch job CICBIND to set up a new
  DB2 environment.  Received return code zeros.  Attempted to use
  a CICS Rexx script to access DB2 failed with an error indicating
  that the DB2 Plan was either NOT FOUND or you do not have ACCESS
  to it.  It appears that the batch job had been changed to only
  bind and give access to the Package rather than bind and give
  access to the Package and the Plan.  Need to add the step to
  bind to the Plan.

  In the reported problem, the CICBIND sample JCL as supplied
  with CICS/Rexx was used as a template to define the CICS/Rexx
  DB2 interface.  The job ran cleanly with a zero return code,
  however, a Rexx script failed to work.  Typical errors were
  the user was unauthorised or the PLAN could not be found.

  CICBIND as written will BIND and give ACCESS to the PACKAGE,
  rather than:
  BIND and give ACCESS to the PACKAGE and the PLAN.
  

Problem conclusion

• Sample JCL CICBIND has been modified so that it will now BIND
  and give ACCESS to the PACKAGE and the PLAN.
  

Temporary fix

• FIX AVAILABLE BY PTF ONLY
