Problem summary

* PROBLEM DESCRIPTION: 'IIDR for VSAM' updates from            *
*                      transactions CFC1 and CFC2 are blocked  *
*                      by File Control (INVREQ EIBRESP2=57)    *
*                      when the file's AVAILABILITY is set to  *
*                      RREPL.                                  *
****************************************************************
When the VSAM file's AVAILABILITY is RREPL update requests from
programs not set as REPLICATORs will receive INVREQ EIBRESP2=57.
VSAM IIDR transactions CFC1 and CFC2 should be able to perform
these updates.
