Error description

• While bringing down a CICSplex routing region, CICS creates a
  system dump SO0002. A message DFHSO0106 is displayed:
  
  DFHSO0106 A UNIX System Services Assembler Callable Service
           error (code X'0C39') has occurred in module DFHSOLS.

  This problem appears in all routing regions in which TCP/IP
  services have been installed.
  
  CICS Internal trace shows the following error during socket
  close:

  SO 0C39 SOLS  *EXC* CLOSE_ERROR           -1,113,0523011C
  
  RC 113 means that the file Descriptor is incorrect (EBADF) EBADF
  files is not a valid open file descriptor, or the socket
  parameter is not a valid socket descriptor.
  
  RSN Code 11C : 011C JRFileNotOpen the file is not open.
  
  This problem appeared after PTF UI60356 application
  Additional symptoms:
  PTF UI60356 changed the sockets domain startup, such
  that TCPIPSERVICEs created during PLT time, for instance
  via CPSM, will not complete the final part of opening.
  You have to manually close/open to get the TCPIPSERVICE
  definition to start working.

  TCPIPServices, with STATUS(OPEN), created either by CPSM or by
  an EXEC CICS CREATE in a PLTPI program during CICS startup are
  marked as OPEN even though they haven't been opened after
  PI98197.
  Message DFHSO0133 'TCPIPSERVICE has been installed' is issued,
  but message DFHSO0107 'TCPIPSERVICE has been opened' is
  missing.
  Closing the TCPIPService results in message DFHSO0106 'A UNIX
  System Services Assembler Callable Service error
  (code X'0C39') has occurred in module DFHSOLS'.
  The CEMT task doing the CLOSE abends AEXZ.

  DFHSODM has been changed to ensure that TCPIPSERVICES
  created by CPSM or by a PLTPI program with STATUS(OPEN) are
  actually opened.
