PI39472: DFHFC0002 A SEVERE ERROR (CODE X'0413') HAS OCCURRED IN MODULE DFHFCMT.

Error description

• You are trying to issue CICS commands (CECI, CEMT) to try and
  change a Coupling Facility Data Table but you receive this
  Sever Error code x'4013'. The CFDT table is defined with
  LSRPOOLNUM(0). An NSR file. The commands work fine on a VSAM,
  USER or CICS table.
  
  The error code indicates the following in the trace:
  
  AP 0413 FCMT *EXC* - INVALID_PARAMETERS FUNCTION(UPDATE_FILE)
  
  NSR is invalid for CICS or User maintained data tables, but
  it is allowable for coupling facility data tables. The cause of
  the error is logic in DFHFCMT which checks the arguments. It was
  not correctly updated to allow CFDTs to use NSR. DFHFCMT finds
  that this file is a NSR table and the arguments for
  UPDATE_FILE do not include a change to LSR, and so rejects this
  request.

  A coupling facility data table (CFDT) file can also be
  defined as a nonshared resource (NSR). If a file with these
  properties is installed and then altered using EXEC CICS
  commands the transaction will abend with code AEXZ and there
  will also be a severe error message and dump issued on the
  JOBLOG. The message will be DFHFC0002 A severe error (code
  X'0413') has occurred in module DFHFCMT.
  
  Although CICS allows the definition and the installation of
  a NSR CFDT file, when updates are made to the file using
  EXEC CICS the checks that are applied do not believe that
  this is a valid combination and as such sets parameter_error
  to TABLE_AND_NOT_LSR. The parameter_error value can be found
  in data 2 of the 0413 EXC trace entry.
  
  CFDT files are allowed to be either NSR or LSR.
