Error description
Migrated from CICS TS 4.1 to CICS TS 5.1 and started seeing the following message. DFHDS0002 CICSREGN A severe error (code X'0204') has occurred in module DFHDSTCB This looks to be a problem at CICS/TS 5.1 and for an OPENAPI program that does DLI calls and that DLI call from an OPENAPI program is the first DLI call made in this run of CICS. When that DLI call enters DFHEIP, at CICS/TS 5.1, there is no DFHAPEVI SWITCH_TO_CICS that would change the state to Running_Abterm_Not_Allowed. So control goes to DFHERM and when the DLI subpool is added and the task suspends on a catalog call, you get the DFHDS0002 0204 because this suspend is while Running_Abterm_Allowed. Here, the switch-to-cics is skipped only on the specific case of a RMCAL SYNCPOINT. Additional Symptom(s) Search Keyword(s): KIXREVDAM kixdcfcic680

This will be accompanied with a DS0002 dump. The severe error occurs because the task running the OPENAPI program will attempt to add a subpool for DLI, which will require that the task suspends on a catalog call. Problem conclusion
DFHEIP has been altered so that DLI calls will execute the code at label EICC23AA so that a switch to CICS occurs which will result in abterm_no being set on.
