Error description
CICS issues messages DFHRM0402 and DFHRM0403 for the same UOWs even though CICS restarts AUTO or COLD. The UOWs show UOWSTATE(COMMIT) WAITCAUSE(WAITFORGET). . When CICS reconnects to other CICS systems, it reads the system log to recover and resolve any inflight, indoubt, commit-failed or backout-failed units of work. CICS then attaches CLQ2 tasks to resync to other CICS systems. One of the CLQ2 tasks received a SYSIDERR on its ALLOCATE command. This resulted in the resync task abending without resolving the UOW. . The ALLOCATE resulted in a SYSIDERR because there were no SEND sessions available, and because the MRO connection was defined with a QUEUELIMIT of 0. (QUEUELIMIT defines the maximum number of allocate requests that CICS will queue while waiting for free sessions on the connection). . The system transaction CLQ2 should not be subject to the QUEUELIMIT parameter, otherwise it may prevent UOWs from being resolved when the connection is reacquired.

Messages DFHRM0402 and DFHRM0403 were issued, showing that there was a UOW that needed to be resolved. The MRO connection had QUEUELIMIT set to zero. The CLQ2 task (outbound RESYNC for APPC and MRO) requested a session ALLOCATE but all the sessions were busy with MRO BIND processing. As QUEUELIMIT was set to zero, the CLQ2 ALLOCATE request was not queued and the UOW was not resolved. Problem conclusion
CICS has been changed to allow the CLQ2 ALLOCATE request to queue until a session is available.
