  A users has initiated a NEWCOPY for a program resource. The
  program is currently in use (ppte_usecount>0). The DFHPGIS
  refresh_program routine releases the shared PGLOCK, then
  attempts to release it a second time.
  This results in msgDFHPG0002 code X'050E', and a
  transaction abend AEXZ.
  DFHPG0002 applid A severe error (code X'050E') has occurred
  in module DFHPGIS.
