    In order to enable a program for debugging, the CICS Application
    Debugging Profile Manager transaction (CADP) is used to create a
    debugging profile for the program which may include termid and
    netname.  In refstep get_common_debug_parameters in DFHAPLI1,
    the termid and netname are reset to blank for all debugging
    profiles but should only be blank if the program is part of a
    transaction which does not have a terminal as its principal
    facility.
