PK26916: CICS FAILS TO RESPOND TO RESPOND TO AN APPC "BIS" RECEIVED OVER A NON-SNASVCMG SESSION.

Error description

• CICS fails to respond to a BIS (Bracket Initiation Stopped)
  received over a non-SNASVCMG session which had previously been
  used by APPC/MVS to send a CNOS close request to CICS.

  *                      ALL MODENAME on a user session.         *

  CICS receives a CNOS CLOSE ALL from IMS on a user session
  against which it starts a CLS1 task to handle CNOS processing. A
  positive CNOS reply is returned to IMS.
  The CNOS specified session de-activation responsibility sender,
  so IMS sends BIS (Bracket Initiation Stopped) on all the user
  sessions. CICS responds with a BIS reply for all the sessions
  except that running CLS1. IMS responds to the BIS reply by
  unbinding those sessions.
  CLS1 terminates the SNASVCMG session after waiting the maximum
  15 seconds for the all the user sessions to be released. DFHZCLS
  runs for the SNASVCMG winner session and this is the point when
  the connection quiesce protocol transaction CQPO would normally
  be attached if required. One of the pre-conditions for attaching
  CQPO is that all the user sessions have been released, which is
  not true in this case, so CICS does not initiate CQPO.
  The CLS1 task finishes allowing CICS to send the pending BIS
  reply. The IMS system is part of a VTAM generic resource group.
  As the connection quiesce protocol could not be executed, the
  VTAM affinity to the IMS region is not terminated. When the
  connection is re-acquired from CICS, VTAM always directs the
  BINDs to the previous IMS system for which an affinity still
  exists and other IMS regions within the generic resource group
  are not utilized.

Problem conclusion

• DFHZCGN has been changed so the user session on which CNOS was
  received will be freed prior to the SNASVCMG winner session, to
  allow CQP to run.
