PK28775: ISSUEING CEMT SET DISPATCHER TIME ABENDS AEXZ WHEN THE TIME VALUE IS LESS THAN THE SCANDELAY VALUE.

Error description

• When issueing the command CEMT SET DISPATCHER TIME, if the TIME
  value is less than the SCANDELAY value, you receive an AEXZ
  abend.  You will see the following TRACE Entry issued for this
  abend.

  REASON(MAXWAIT_LESSTHAN_SCANDELAY)
  .
  We would expect a more user friendly message to appear instead
  of abending.

  When a request to set the DISPATCHER TIME field is processed
  the value is compared to the SCANDELAY value and if lower then
  the EIBRESP2 is set. However, the code continues to call DFHDSIT
  to make the changes, and this fails with an exception of
  MAXWAIT_LESSTHAN_SCANDELAY. DFHEIQDI therefore issues an
  ABENDAEXZ.

Problem conclusion

• DFHEIQDI has been changed to return the correct documented
  response of INVREQ with an EIBRESP2 value of 13, when TIME is
  less than SCANDELAY.
