Error description

• the CEDA MOVE command does not function as stated in the RDG
  (resource definition guide)
  PROGRAM(MOVETEST) exists in both GROUP(GROUP1) and GROUP(GROUP2)
  error#1

  A CEDA MOVE command is invoked without either the MERGE or the
  REPLACE option specified to move a resource that has a duplicate
  definition in the TO group. The move completes successfully. The
  TO resource definition is replaced and the resource is deleted
  from the FROM group.
  Because MERGE and REPLACE were not specified, message 'S PROGRAM
  XXXXXXXX already exists in the target group. MOVE UNSUCCESSFUL'
  should be issued.
  The warning message is not being issued because the MOVE command
  is defined incorrectly causing the existence bit for the REPLACE
  option to be set on.
  For the same reason, if MERGE is specified on the CEDA MOVE
  command the duplicate resource definition in TO group is being
  replaced instead of being left unchanged.
