Error description

• You are doing a CEMT SET PROGRAM (xxxxxxxx) PHASEIN and this is
  causing the fields of RESCOUNT, LENGTH, and USE to be reset to
  zero.  These fields should not be reset to zero.

  *                      PHASEIN operation is taking place.      *

  CEMT INQUIRE PROGRAM may return an incorrect RESCOUNT value if
  it is performed whilst a program is in the process of being
  phased in.
  

Problem conclusion

• UK14124
  Code which was inserted into DFHPGIS by UK14124 to zero
  out RESCOUNT and USECOUNT, during a PHASEIN operation has been
  removed.
