Error description

• The first run of DFHRMUTL against an empty DFHGCD will return
  the following:
  ===DFHRMUTL CICS RECOVERY MANAGER BATCH UTILITY===
    SET_AUTO_START=AUTOINIT
  ---DFHRMUTL:   DFHGCD information
     No recovery manager record found. GCD assumed empty.
  ---DFHRMUTL:   DFHGCD updated information
     Recovery manager auto-start override   : AUTOINIT
     Recovery manager next start type       : UNKNOWN
  Note: a CICS system that was shutdown warm, and which
  has no indoubt, commit-failed or backout-failed Units
  Of Work keypointed at that time, can safely be restarted
  cold without loss of data integrity.
  DFHRM0315I AUTOCOLD OR AUTOINIT SHOULD NOT BE USED.
  .
  DFHRMUTL already knows this is an empty GCD yet the
  code that checks the state of the outstanding UOWs does
  not recognize this state.

  DFHRMUTL gives misleading information when run against
  a newly initialized GCD which contains a single record.

  SYSIN parameter SET_AUTO_START=AUTOINIT to specify the next CICS
  START type as INITIAL, or running DFHRMUTL with a global catalog
  containing one record with a key of binary zeroes, results in
  message DFHRM0315I being incorrectly issued.
  Message DFHRM0315I indicates that INITIAL or COLD should not be
  specified because CICS was not shutdown in a controlled manner
  or there are shunted UOWs.

Problem conclusion

• DFHRMUTL has been changed so that message DFHRM0315I will not be
  issued if the global catalog is empty or contains one record
