PK54303: CICS REGION HANGS ON SHUTDOWN

APAR status

• Closed as program error.

Error description

• CICS is being shutdown and has proceeded past the point where
  shutdown waits for non-system user tasks to be terminated.  The
  shutdown assist program runs and the non-system tasks are
  terminated.  The VTAM ACB is closed and control has returned
  from the phase 2 PLT programs.  CICS then issues the following
  messages:
    DFHRM0204 A75CM3 There are no indoubt, commit-failed or
        backout-failed UOWs.
    DFHRM0130 A75CM3 Recovery manager has successfully quiesced.
  Then the region hangs.  The QR TCB is currently in an 0A01 wait
  out of DFHKETCB at x'2534' for the KCB_TERMINATE_ECB to be
  posted.  It is waiting for its child TCB, the CQ TCB, to
  terminate before detaching it.

  Modify commands are issued from the console as CICS is shutting
  down. These commands are processed by a do forever loop in
  DFHCQSY, but CICS shutdown has passed the point where the
  commands can be actioned, so DFHCQSY never exits from the loop
  and shutdown hangs.

Problem conclusion

• A new flag, CSAQUIES, has been added to the CSA to indicate
  CICS is in the final stages of quiescing.
  DFHSTP has been altered to set the flag at the appropriate
  point in shutdown processing.
  DFHCQSY has been altered to test the flag and to exit from
  the loop that processes the console commands if set.
  
  The CICS Transaction Server for z/OS 3.1 Data Areas manual
  (LY33-6107-01) has been changed as follows to add a new bit
  CSAQUIES to flag byte CSASSI1 as follows:
  
  "(48)   BITSTRING    1  CSASSI1       SYSTEM SIGNAL INDICATOR 1
