Error description
CICS/TS 3.1 is incorrectly issuing a send with invalid encoding, an auxtrace shows: SO 0201 SOCK ENTRY - FUNCTION(SEND) SEND_BUFFER entry with <?xml version="1.0" encoding="UTF8" in the buffer being sent. This is invalid it should be UTF-8.

The pipeline configuration file specifies that WS-Security is to be used with the Web Service. When CICS builds the outbound SOAP message (the response in provider mode or the request in requester mode) the encoding specified in the XML prolog is "UTF8". This encoding is incorrect. It should be "UTF-8". The incorrect encoding can cause problems when the message is parsed by the recipient.
