Error description
PLTPI program runs and encounters an error so it issues EXEC CICS PERFORM SHUTDOWN IMMEDIATE. Transaction CPLT hangs in DFHSTP because there are non-system tasks running that were started by PLT programs. DFHCESD the shutdown assist program is actioned but DFHSTP ataches transaction CESD with a DFHIC TYPE=PUT with INTRVAL=0. This would normally start CESD with no delay, but DFHICP will not action this ICE since CICS is not initialized.

**************************************************************** * USERS AFFECTED: All * **************************************************************** * PROBLEM DESCRIPTION: CESD unable to be started following an * * immediate shutdown issued from PLT. * **************************************************************** * RECOMMENDATION: * **************************************************************** The customer had CPSMCONN=LMAS in their CICS startup, and so EYU9NXSM was driven and issued an EXEC CICS START ATTACH for the CONL transaction during PLTPI processing. Having started this non-system task, the CPLT transaction then invoked a second PLT program. This issued an EXEC CICS PERFORM SHUT IMMED command. DFHSTP received control, but the shutdown could not proceed because of the long running CONL task. DFHSTP issued a DFHIC PUT to start CESD, the CICS shutdown assist transaction. However, DFHICP was unable to start CESD since ICE expiry logic in ICINXPDN checks whether initialization has completed before honouring an expired ICE. Problem conclusion
DFHICP has been modified to allow an expired ICE to initiate a shutdown assistance transaction if one is attempted to be started during system startup.
