Error description
When attempting to dynamically route a link that has been invoked by a CICS Web Services application, the normal rules for DPL do not seem to apply with regards to the link being eligible for dynamic routing: . - Be defined to the local system as DYNAMIC(YES) or - Not be defined to the local system . DFHPGLE is returning to DFHPITL with an EXCEPTION response and a PROGRAM_NOT_DEFINED reason.

The dynamic routing program e.g. DFHDYP or EYU9XLOP is not being called to establish a suitable target region if the program is not defined. DFHPITL receives an EXCEPTION response with reason PROGRAM_NOT_DEFINED from DFHPGLE, when the program is not defined in the routing region. However, DFHPITL does not specifically handle this situation and produces its own, general, TARGET_LINK_FAILED exception. Additional keyword: webservice
Problem conclusion
DFHPITL has been changed to check for the PROGRAM_NOT_DEFINED response from DFHPGLE and to call DFHPIRI to drive a real EXEC CICS LINK when it receives this response.
