Error description
Customer uses CICS web services assistant DFHWS2LS program to generate wsbind file. He use CCSID=1026 parameter for Turkish character conversion. Starting cics service requester transaction, SOAP fault error occures at the "EXEC CICS INVOKE WEBSERVICE" command. INVOKE WEBSERVICE fails with INVREQ resp2=6 Double quotes in optional soapaction HTTP header not correctly converted.

The WSDL contains a SOAPACTION for a SOAP operation. This SOAPACTION gets added to the WSBIND file surrounded by double-quotes represented by US EBCDIC (codepage 037) - hexadecimal 7F. . DFHPIIW extracts this SOAPACTION from the WSBIND when an application issues EXEC CICS INVOKE WEBSERVICE. The SOAPACTION gets written to the DFHWS-SOAPACTION container using CCSID 1026 even though the SOAPACTION is in CCSID 037. CCSID 1026 represents double quotes using hexadecimal FC instead of 7F. The SOAPACTION eventually gets converted from CCSID 1026 to ISO-8859-1 but the double quote characters end up as garbage. The remote server rejects the request with a SOAPFAULT.

DFHPIIW has been changed to detect if the CCSID of the SOAPACTION is 037 and use this when writing to the DFHWS-SOAPACTION container.
