Error description
Storage Violation DFHSM0102 0F0C when doing a CEMT S TSQ(*XXXX) when the number of TS queues whose name matches *XXXX is over 70,000. That command will take a while to execute as CICS gradually gets a larger and larger buffer to hold the information about all the queues, copying that information from buffer to buffer each time. When the command completes, the storage violation happens.

DFHEMT56 attempts to copy the elements into an area of storage just obtained. The storage area for these elements to be copied to, is dependent on the size and element number. When the number of elements is greater than 32767 this value becomes negative and the elements are then copied to storage already containing valid element data. Problem conclusion
DFHEMT56 has been changed to restrict the number elements browsed to less than 32767 for CEMT SET TSQUEUE where no parameters are being set.
