Error description

• AbendU4038 occurs after PK65352 is applied. PK65352 changed the
  CICS 3.1 Web Services Security requirement to use the z/OS 1.9
  XML toolkit instead of the z/OS 1.7 toolkit. PK65352 should have
  included a program definition for IXM4C56 in group DFHPIPE. The
  abendu4038 occurs because there is no PPT entry for IXM4C56.

  A Web Service request that uses WS-Security is processed
  by CICS. This results in a call to DFHWSSE1 which then
  calls functions from the XML Toolkit. In order to use the
  toolkit LE has to load the toolkit DLL, IXM4C56. Program
  autoinstall is not active and there is no program
  definition installed and so the load fails resulting
  in an abend U4038 being issued by LE.
  PK65352 changed the CICS 3.1 Web Services Security requirement
  to use the XML Toolkit for z/OS version 1.9, instead of the
  version 1.7 toolkit. PK65352 should have included a program
  definition for IXM4C56 in group DFHPIPE.
