    ****************************************************************
A CICS region attempts to acquire an IPIC connection after
another CICS region starts shut down. As part of this
processing, a request to attach transaction CISS is issued, but
it fails because CISS is not defined to be enabled for
shutdown, eventually leading to an abend0C4 in DFHSOS03.
