Error description

  • The WMQ change team was able to recreate the problem.  A hole
    exists where this problem is created and there is currently no
    way out of it once it arises other than to cycle the CICS
    system.  This APAR will introduce a method of recovering from
    this situation (when CICS region is connected to wrong WMQ
    region).
    .
    The way to avoid this error is to ensure that any User who has
    authority to the START CKTI transaction, CKSQ, also has
    authority to CKTI, the resultant task of CKSQ.

Problem summary

    * PROBLEM DESCRIPTION: Following a failure of CKTI before      *
    *                      the INITQ is open, i.e. due to a RACF   *
    *                      error, all subsequent attempts to start *
    *                      CKTI fail with message:                 *
    *                                                              *
    *                      DFHMQ0382D applid DFHMQSSQ CKTI with    *
    *                      the same initiation queue name is being *
    *                      started. STARTCKTI rejected.            *
    *                                                              *
    *                      Attempts to stop CKTI to correct the    *
    *                      problem have no effect and the User     *
    *                      is forced to recycle CICS.              *

    * RECOMMENDATION:                                              *
    ****************************************************************
    When DFHMQSSQ is invoked to start an instance of CKTI a
    'starting' mail message is created. If the START command fails
    the mail message for this CKTI is freed, if not it persists and
    when DFHMQTRU processes an INITQ OPEN for CKTI the mail message
    is changed to 'started'. In the problem scenario a RACF
    authorisation failure at CICS attach time prevented the
    execution of CKTI and so the 'starting' mail message remains
    causing any subsequent attempt to start the same CKTI/INITQ
    combination to fail with message DFHMQ0382D.
    A recycle of CICS is required to correct the problem.
    

Problem conclusion

  • DFHMQSSQ is changed to clear the 'starting' mail message when
    STOP CKTI is issued thereby making it possible to re-issue the
    START CKTI command.

    User Response: Review the console for messages in the range
    DFHMQ0100D through DFHMQ0109D for further information, or use
    CICS operator commands (for example CEMT INQ TASK) to determine
    why the CKTI started earlier is not running. If the review
    indicates the earlier CKTI has terminated then issue STOP CKTI
    specifying the same Initiation Queue Name. This will resolve
    the pending start and allow the re-issue of START CKTI for the
    same Initiation Queue Name.
