Error description
When the SYSIN data set for DFHCSDUP is empty, the utility retun-code is 12. This is to harsh and should be changed to 4. Additionaly the utility tries to process a command and then issues error messages which are misleading, e.g. that a command is invalid even though there is no one command when the data set is empty. Our suggestion is to issue a clear message, saying that the SYSIN data set is empty. The following misleading message is issued when SYSIN data set is empty: DFH5201 S ' ' COMMAND IS NOT VALID. COMMAND NOT EXECUTED.
Local fix
Invoke DFHCSDUP from a user program after you have checked that SYSIN is not empty (or dummy). If it is empty, don't call DFHCSDUP and return with RC=4.

DFHCSDUP has been amended to issue new WARNING message DFH5209 when a blank SYSIN DD card is detected and DFHCSDUP will subsequently produce return code 4. SYSTEM ACTION: The utility stops processing input commands. USER RESPONSE: Ensure that you have valid DFHCSDUP input commands in the SYSIN data stream. If you are using an UPGRADE USING (filename) command, ensure that the input file (filename) is not empty. NOTE: This message cannot be changed with the message editing utility.
