APAR status

• Closed as program error.

Error description

• You are starting up CICS/TS for VSE R111 and receive the message
  DFHIR3780 XXXXX UNABLE TO START INTERREGION COMMUNICATION.
  RETURN CODE=X'0000003C', REASON CODE=X'00000358'
  The REASON CODE has residual data which could cause a lot of
  confusion as to the meaning.

  When a logon to DFHIRP fails, message DFHIR3780 is
  issued with a return code and reason code returned by
  DFHIRP.
  
  The reason code may contain an invalid value e.g.
  
  DFHIR3780 applid UNABLE TO START INTERREGION COMMUNICATION.
            RETURN CODE=X'0000003C', REASON CODE=X'00000358'
  
  The return code is documented, but the reason code is not,
  and the reason code is not a valid value in this case.
  

Problem conclusion

• The DFHIRP logon routine has been changed to return a valid
  value in the reason code.
  

Temporary fix

• FIX AVAILABLE BY PTF ONLY
