Error description
If transaction does an EXEC CICS START of another transaction passing to it a CHANNEL and that transaction fails to start (in this case because the transaction was disabled). The CHANNEL data, which has been stored above the bar, in the GCDSA will not be removed. If enough storage above the bar is used this will eventually cause the following message to be issued as the amount of storage used approaches the MEMLIMIT value "DFHSM0606 The amount of MVS above the bar storage available to CICS is critically low."

Ensure that the started transaction is not disabled

A channel is specified on the command, so a copy is taken, and passed to the new task. The CSAC transaction is attached in place of the disabled transaction, but does not release the channel. The storage is orphaned. If this is repeated a sufficient number of times, CICS will eventually go short on storage above the bar. Problem conclusion
The Abnormal Condition Program DFHACP has been modified to test to see if there is a channel bound to the running task. If one is found it will be deleted.
