If DFH3QSS is statically linked into an application and called
at runtime it returns a response which indicates it is not
running in CICS when the application is run under CICS TS 4.2.
This is because the current version of DFH3QSS is not compatible
with the AFCB structure which exists in CICS TS 4.2.
