  being processed (under QR).

  A request to commit changes to a user maintained data table was
  made from DFHFCRC, but the code failed to switch to the QR TCB
  before calling Shared Data Tables services (SDT is intended to
  be executed under QR only). If another request happened to be in
  SDT logic at the same time, executing under the QR TCB, then the
  code can fail with an apparent error code of 09, meaning
  DTQ_NOT_PROGRAM_CALL, and indicating the code was not called
  via a PC instruction. In fact this is a result of the logic
  being driven by the two TCBs simultaneously.
