PM65565: DFHTM1797 AKEF ABEND DURING SHUTDOWN OF ALTERNATE XRF REGION

Error description

• Shutdown of a CICS TS 4.2 alternate XRF region results in
  message:

  DFHTM1797  System termination program has abended.
  .
  The region then loops and must be cancelled. The problem occurs
  under a CSSY task. Kernel error shows that the associated abend
  is an AKEF abend indicating a domain gate has not been
  initialized. The error is occurring in module DFHSTP following a
  DFHECISM macro call for function QUIESCE_EVENTPROCESS. The
  problem appears to be that the DFHECIS_GATE has never been
  initialized prior to shutdown of the XRF region. There are also
  no hits in the Loader domain for module DFHECIS.The DFHECISM
  macro is new code for CICS 4.2.

  DFHSTP is invoked to shutdown XRF alternate CICS region and
  during shutdown process, CICS calls macro QUIESCE_EVENTPROCESS
  to quiesce event process. Before quiesce event process, it
  doesn't check whether DFHECIS entry point is loaded before
  initializing ECIS gate thus causes system dump and error
  message DFHTM1797.

Problem conclusion

• DFHSTP has been changed to add code to address EC static and if
  DFHECIS entry point has not been loaded before initializing the
  ECIS gate bypass the QUIESCE_EVENTPROCESS call.
