Error description
If the was.policy file inside an application is used to apply additional permissions to various resources in the application other than the default permissions and if any additional permission happens to be a permission in the filter.policy file which is used to restrict permission, the conflict of permission may not be detected and the application is allowed to be installed.

Problem conclusion
The code has been modified to fail the application installation when the application contains a was.policy file that is inconsistent with the cell wide filter.policy file. The fix for this APAR is currently targeted for inclusion in fixpack 8.5.5.15.
