Error description

• Edge Load Balancer uLB TLS advisor timeout does not work
  as documented.
  
  The timeout value shown as unlimited on the advisor status
  report is misleading because it isn't the advisor timeout but is
  how long the advisor data will be considered valid by the
  manager.
  
  Problem impacts uLB versions 8.5.5.x and 9.0.0.x

  * PROBLEM DESCRIPTION: The TLS advisor will not timeout when   *
  *                      connection established but server       *
  *                      does not respond.                       *

  * RECOMMENDATION:                                              *
  ****************************************************************
  Once a connection is established with the TLS advisor, a
  server Hello is sent and the advisor waits for a response. If
  no response is sent, the advisor will not time out and waits
  until the connection is broken.
  

Problem conclusion

• Corrected the code to honor the receivetimeout and mark the
  server down when no response is received.
  
  Fix levels:
     8.5.5.16
     9.0.5.0
