Error description

• When adding or modifying routing rules in the ODR using the
  admin console "Middleware servers > yourODRNAME> Routing
  policy HTTP rules" page there are several issues.
  1) When adding several rules with identical criteria, they
  will validate properly but when attempting to save them they
  will simply delete the duplicate rules as this is not
  allowed. This is confusing to the customer. Need to make it
  so the rules do not validate if they are identical and it
  needs to show a proper error message to the user.
  2) When there are more than 1 routing rules, the drop down
  menu's when editing the topmost rule are all broken. The
  most notable of which will occur if trying to switch the
  cell name which will blank out the existing rule criteria
  and not show proper drop down menus's. These menu functions
  need to be fixed so they actually work.

  When creating and editing rules for the ODR, some of the drop
  down selectors will not work in specific circumstances.
  Additionally, duplicate rules will disappear instead of alerting
  that they are invalid.
  

Problem conclusion

• Fixed the drop down selectors and made it so duplicate rules
  will now display an error during validation so the user can
  properly address the issue.
  
  The fix for this APAR is currently targeted for inclusion in fix
  packs 8.5.5.16 and 9.0.5.0.  Please refer to the Recommended
