  If several new concurrent LDAP requests experience errors
  connecting to Ldap and then successfully connect to LDAP (for
  example, during server start up, initial LDAP requests fail),
  a later failure and recovery connecting to LDAP could result in
  an exception where the cause by exception
  is java.lang.IllegalArgumentException: Illegal Capacity: -11
  (or any negative number).
  

Problem conclusion

• The code was fixed to avoid an Illegal Capacity exception
  after fail over.
  
  The fix for this APAR is currently targeted for inclusion in
  fix packs 8.5.5.17 and 9.0.5.1.  Please refer to the
