Error description

• Rather than disabling per module restarts when CDI is enabled
  (defaults to true on all apps) we will disable module restarts
  on applications where a CDI bean has been discovered.

  CDI cannot handle a per module restart so it sets a flag
  requiring the entire application to restart when a single
  module was updated. However it set this flag on applications
  where it looked for CDI beans even where if finds none.
  

Problem conclusion

• The code that sets the flag which disables per module resarts
  was moved to after the bean scanning has concluded and will
  only fire if a bean was found.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 9.0.5.0.  Please refer to the Recommended Updates
