• Adds the commons-httpclient:commons-httpclient:3.1 library
  to the code base for product code to make use of.

  The 3.1 version of the Apache HttpClient library is needed in
  order to provide an iFix for another APAR (PH15194). This adds
  the library into the code base.
  

Problem conclusion

• The Apache HttpClient library version 3.1 is added to the
  Liberty code base.
  
  The fix for this APAR is currently targeted for inclusion in fix
  pack 19.0.0.11.  Please refer to the Recommended Updates page
  for delivery information:
