Error description

• Currently zOS can only use a default read-only version of the
  migration.properties.

  Currently the zOS Clone processing does not allow zOS
  shortnames to be preserved.
  

Problem conclusion

• Provide a process to allow the migration.properties to be used
  during a zOS migration.  Also allow a migration property to
  control whether or not Clone process should preserve zOS
  shortnames.
  
  The fix for this APAR is targeted for inclusion in fix pack
