Error description

• The initial placeholder configuration is not canceled,
  resulting in the file accepted__1__2_127_0_0_1_2000*fdb
  remaining in the fdb subdirectory of the collective
  controller's repositoryDir.  The default location is:
  ${server.output.dir}/resources/collective/repository/fdb.

  location for this file is

Problem conclusion

• The logic was modified to ensure that the placeholder
  configuration is deleted when it is no longer valid.
  
  The fix for this APAR is currently targeted for inclusion in
