are not stopped in the dynamic cluster with elasticity mode on.

Application Placement Controller doesn't start or stop servers
correctly when a memory overload protection condition is
triggered or untriggered.

Problem conclusion

Problems in heap memory usage detection and application
placement were identified and corrected.

The fix for this APAR is currently targeted for inclusion in
