SIP container doesn't count PMI incoming messages in proxy mode

Customer wants PMI incoming SIP messages counter, to also count
incoming proxy messages, even though they are not being
counted in order to prevent duplicate counted messages.

Problem conclusion

New function was created in order to support customer request
to count incoming proxy messages, even though the same
message is also being counted as an outgoing message.

The fix for this APAR is currently targeted for inclusion in
fix packs 8.0.0.9 and 8.5.5.2.  Please refer to the
