Create jdbc datasource from administrative console ; error
DSRA3602E returned

Steps to recreate the issue:
1. Add to JVM generic argument -Duser.language=Zh
2. Restart WebSphere Application Server
3. Try creating a JDBC provider using the guide
Choose DB2, and DB2 Universial JDBC Driver Provider

When you choose for the third combo, whatever the choice
it throws the following error:

DSRA3602E the parameter tranType(implementationType) is
invalid: (some unreadable miscoded characters)

One thing to note, if just the browser is set to Chinese, the
error does not occur.  The error only appears to occur when the
server is also set to Chinese.

Reviewed the traces and could find that the tranType
(implementationType) which is sent to jdbc provider command
seems to be different than the one that is got from the locale
file while creating the jdbc provider.

It seems that the tranType that is sent to jdbc command
provider is a translated value.

While the dbType and driver are not translated, the tranType is
translated and sent.

In JDBC commandprovider when a call to getJDBCProvider is done,
the translated value that is sent is compared to the transTypes
list which returns a formatted message of the transaction types
and fails.

The translated values received while trying to get the tranType
(implementationType) from the resource bundle is compared to
the one sent from the WebSphere Administrative Console WebUI ;
since it is not equal, the DSRA3602E error is thrown.

Console code is comparing translated strings that do not
compare correctly.

Problem conclusion

Console now compares only the non-translated part of message
when creating datasource.

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.33, 8.0.0.9 and 8.5.5.3.  Please refer to the
