WebSphere Application Server does not provide a way to set a
default error page for all applications.

Problem conclusion

The WebContainer has been modified to allow the display of
custom text when there is no error page defined. This is a
server level property and will effect all applications on the
server. To get this new behavior the following new
WebContainer custom property must be set.

com.ibm.ws.webcontainer.displayTextWhenNoErrorPageDefined="displ
ay text"
For Liberty Profile server the following syntax needs to be
updated in server.xml to utilize this property. <webContainer
displaytextwhennoerrorpagedefined="display text" />

The fix for this APAR is currently targeted for inclusion in
fix packs 7.0.0.33, 8.0.0.9, and 8.5.5.3.  Please refer to the
