Closed as program error.
Error description
In the administrative console when you update the web server cluster properties specifically the Connection Timeout, Read Write Timeout, and Maximum Connections after selecting either "OK" or "Apply", then performing a "save" the values revert to the defaults.

Problem conclusion
The values within the "Cluster address" box apply only to a clusteraddress object. There was insufficient error checking and visual aide for this association. The panel has been modify to give error messages and disable fields when necessary input is not provided. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.5.2.
