Error description
Customer noticed that Job submission assigning a future timestamp in their environment. eg: CWLRB5685I: [12/02/13 11:29:53:572 EST] Job TNBLKTXY.JOB46132_BULKPackager_${bulktype}:20474 is being requeued for execution because the job scheduler startup processing found the job in submitted state. The original job submission occurred at Jan 2, 2014 11:29:52 AM.

Problem conclusion
The set metod of the Calendar class creates timestamps for the month section on a number line od 0-11, and the values being passed into the month field was on a 1-12 number line. By subtracting 1 from the month integer being sent in the problem was fixed. APAR PI12280 is currently targeted for inclusion in Service Level (Fix Pack) 8.5.5.4 of WebSphere Application Server V8.5.
