Error description

JSP files are being recompiled on every request because the
owner of the .class file is different than the user running
the server.  If the proper permissions are not assigned the
.class file timestamp cannot be updated and will result in a
JSP recompile each request.

If JSP files were compiled with a different user than the one
running WebSphere Application Server, the JSP files can be
re-compiled on each request at runtime.
For example, if the JSP files were compiled with the
JspBatchCompiler, the compiled class files have the ownership
of that user.  If the server is running as a different user,
and a re-compile is needed for a JSP file, the user running
the server might not have permissions/ownership to modify the
timestamp of the .class file because the file is owned by user
that ran the JspBatchCompiler.   This can result in the JSP
file to be recompiled on each request.

Problem conclusion

The JSP Container was modified to delete the .class file
before the JSP is compiled.
To enable this behavior the following JSP attribute must be
set to "true":
deleteClassFilesBeforeRecompile
values: true / false (default)

APAR PI12939 is currently targeted for inclusion in Fix Packs
7.0.0.33, 8.0.0.9, and 8.5.5.3 of WebSphere Application Server.
