Error description

• Customer is having issue with duplicate job submission issue for
  a scheduled jobs.

  When an alarm triggers early, in this case less than a second
  before the scheduled time, the alarm for the next submission
  of the job is created for the same time since it is still
  before the original scheduled time.  So, instead of creating
  an alarm to go off the next day or next week, another one is
  created to go off at the same time, the same day, resulting in
  duplicate job submissions.
  

Problem conclusion

• A change was made so that if the next scheduled alarm time is
  less than a second before the current time, the alarm will be
  created for the next time interval.
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.3.  Please refer to the Recommended Updates
