Error description
Quickly restarting a Liberty Profile server on a Linux operating system can result in a failure of the new server to bind to a port due to a "port already in use" error. Sockets from the previous incarnation of the server may remain in TIMED_WAIT state even after the server is stopped, which can cause problems with the server's new attempt to bind to the port.
Local fix
Set TCP option soReuseAddr=true in the server's server.xml file

Problem conclusion
Updated logic has been added to how sockets are reused upon restart to correct this problem. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.5.3.
