There is a lock contention in the logger that causes
delay in phase 2 of job submission path.

Problem conclusion

The code has beem updated to remove the lock contention in
the logger. The fix for this APAR is currently targeted for
inclusion in fixpack 8.0.0.5 Please refer to the Recommended
