Error description

• The initial state of a joined or replicated server is not set
  for a new server registered to the collective.

  When a server is initially joined to the collective, it has no
  state. This causes in the Admin Center to consider the state
  to be unknown.
  

Problem conclusion

• An initially joined server should have the inital state of
  STOPPED. When the server connects to the collective
  controller, it will set the state to STARTED to indicate that
  it is present and active.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 8.5.5.3. Please refer to the Recommended Updates page
