Error description
Customer had a need to update the Clusters "Server read/write timeout retry count" (serverIOTimeoutRetry in plugin-cfg.xml). Customer determined that when they did this, that the plugin generation failed with a PLGC0018E: An exception occurred while reading the server cluster configuration for cluster <clustername>.
Local fix
By examining the cluster.xml customer determined if they did NOT enable the "use cluster address" and fill at least the cluster address name with a dummy value, then save and disable, the cluster.xml would enter the following: <clusterAddress xsi:nil="true"/> This seems to cause the plugin generation to fail, once customer enabled and entered the dummy information, and disabled it, then the clusterAddress line disappears and this appears in it's place: <clusterAddressProperties xmi:id=" ClusterAddressProperties_1403018039315" waitForContinue="false" connectTimeout="0" extendedHandshake="false" maxConnections="-1" serverIOTimeout="900"/> This does not cause the web server plugin generation to fail. It was to set the serverIOTimeoutRetry value in the plugin, which did seem to update the plugin to the applications requirement of "0": <ServerCluster CloneSeparatorChange="false" GetDWLMTable="false" IgnoreAffinityRequests="false" LoadBalance="Round Robin" Name="WASC3" PostBufferSize="0" PostSizeLimit="-1" RemoveSpecialHeaders="true" RetryInterval="0" ServerIOTimeoutRetry="0">

Problem conclusion
The generation code was attempting to use an option value before checking to see whether it was set or not. Modified code to check to see if set before attempting to use the value. The fix for this APAR is currently targeted for inclusion in fix pack 8.5.5.4.
