PI20350: UNABLE TO ADD REQUIRE: PRECONDITION TO RELIABLE 18X RESPONSE

Error description

Issues occur when adding a Require header with value
precondition to an 18x reliable response.

The header can be added for other requests and responses but
not for 18x.

*                      container when 18x reliable response    *

The SIP container overwrites Require header with "100 rel"
value, when 18x response is being sent reliably.

Problem conclusion

The fix makes sure that the SIP container does not overwrite
the value of the Require header, when adding the "100 rel"
value to the Require header when sending 18x response reliably.

The fix for this APAR is currently targeted for inclusion in
fix pack 8.5.5.4 and 8.0.0.10.  Please refer to the Recommended
