Problem conclusion

• Corrected a constant value used in the Property File Based
  Configuration code to prevent the NullPointerExcetpion from
  being thrown with a StringNameSpaceBinding Configuration.
  
  The fix for this APAR is currently targeted for inclusion in
  fix pack 7.0.0.35.  Please refer to the Recommended
